Hong Kong crime godfather Johnnie To and Wai Ka Fai reteam for the first time since their hilarious Running for Karma—with a cockeyed film about a deeply weird cop who is called back from retirement to solve a sticky case. Strange in all the right ways, it’s further proof that American crime flicks suffer from a dire lack of imagination.
